Terms of Use

These conditions apply whenever you use Virginia Residents Directory. By continuing to the pages or tools, you agree to follow them; leave the service if you do not accept the terms.

1. What This Website Is

Virginia Residents Directory is an independently operated reference to public rolls, indexes, and historical directory collections. It points readers toward source offices but does not hold government records and is not affiliated with an agency, court, or records custodian.

2. Rules for Using This Site

Use the pages and linked tools only in a lawful way. You must not use the service or its information to:

  • Stalk, threaten, harass, intimidate, or injure someone
  • Find a person whose address is shielded by a protective process
  • Carry out identity theft, fraud, or another unlawful act
  • Make a decision regulated by the Fair Credit Reporting Act
  • Harvest and republish site content in bulk
  • Disrupt the service or try to bypass its security

3. We Are Not a Consumer Reporting Agency

Virginia Residents Directory is not a consumer reporting agency under the Fair Credit Reporting Act, 15 U.S.C. § 1681 et seq. Neither this reference nor a result from a linked search tool is a consumer report. The material cannot be used to decide eligibility for credit, employment, housing, insurance, or another purpose covered by the FCRA.

4. Outside Links

Each government portal, archive, and third-party search service sets its own rules. Virginia Residents Directory does not control an outside site's content, uptime, fees, or treatment of information, including services behind sponsored search results.

5. No Warranties

The service is offered on an "as is" and "as available" basis without warranties. No promise is made that a page is complete, current, or error-free, or that a linked search will work or produce a particular result.

6. Limits on Liability

To the fullest extent allowed by law, the operators are not liable for direct, indirect, incidental, consequential, or special loss connected with use of this service or an outside resource, including actions taken after reviewing a record.

7. Indemnification

If your misuse of the service or breach of these terms leads to a claim, you agree to protect and hold the operators harmless, including reasonable legal fees and costs related to that claim.

8. Intellectual Property

Copyright protects the original writing, logo, design, and page layout. Readers may link to a page or quote a short passage with credit, but may not republish entire pages or copy the work systematically.

9. Changes to These Terms

A revised version takes effect when posted here. Use of the site after an update signifies acceptance of the new wording.

10. Restricting Access

The operators may suspend or limit access, without advance notice, when a user breaks these rules or abuses the service.

11. Governing Law

Virginia law governs these terms, without applying conflict-of-law rules. Public-record access in Virginia is addressed by the Virginia Freedom of Information Act, Va. Code §§ 2.2-3700 through 2.2-3715, including § 2.2-3704; record retention and disposition are separately governed by the Virginia Public Records Act, Va. Code §§ 42.1-76 through 42.1-91.

12. Severability

If a court finds one provision invalid or unenforceable, the remaining provisions continue to apply.
