Virginia Counties and Cities
For a county or independent city, enter the address in the Virginia local-government finder. The result routes readers to the government serving that place; Virginia's 38 independent cities keep many records at city-level offices rather than at a surrounding county office.
For court files and deeds, use the circuit court directory. For historical local record groups, browse the Library of Virginia's county and city microfilm guide.
Virginia Town Records and Offices
Virginia's 191 incorporated towns may keep municipal licenses, council records, cemetery files, permits, and code records. For deeds, circuit cases, elections, and many tax records, the custodian may be the county that surrounds the town. Confirm the office with the address rather than relying on its postal city or town name.
When the local portal does not expose a record, the Virginia.gov finder can route the address to the right municipal page. The state's building-official directory can identify a local permit contact, while a library or historical society may hold directories, newspapers, yearbooks, or microfilm that is not fully shown in an online catalog.
